Carriage Hills covenants require residents to submit plans for external changes to their home or property to the CHPOA Board Architectural Committee for approval. The Architectural Committee consists of the President, Vice President, and Treasurer of CHPOA. External changes include (but are not limited to) the following:
- Addition to a home
- Adding a garage or addition to a garage
- Adding a shed larger than 10’ x 12’
- House painting
- Deck addition or replacement
- Landscaping
- Fencing

In reviewing your planned changes, the Architectural Committed looks for quality of workmanship and materials, harmony of external design with existing structures, and consistency with the surrounding neighborhood. Reviews are normally completed within a few days. Please contact CHPOA with any questions you have regarding the review process.
Before Starting Your Project
Prior to any grading, construction, or maintenance you should check with the Estes Park Community Development Department (970-577-3721) or the Larimer County Building Division (970) 498-7700) to determine if a building permit is required. These organizations can also inform you of any zoning, setback, or other code compliance requirements.
Finally, before doing any digging on your property, call 811 to have utility companies locate and mark their buried facilities.
